In addition to what balala said, it should be noted that Rainmeter doesn't in any way prevent the user from interacting with the PC, its OS, its other installed apps and so on. While you can very well do the things you mentioned, any such prevention will be mostly visual or behavior like, but without being mandatory, so to speak. In other words, if your users really want to interact with the rest of the environment besides your Rainmeter skin, they will be able to do so.
