Yes, but as KazukiGames82 and balala mentioned, for changing in small spaces as the edges of a "button", it's hardly necessary.
More suited usage of ActionTimer would be other cases like more detailed animations on such buttons (e.g. fading / enlarging / contracting them on hover, spinning them or any other more complex animation). The one you mentioned is just too simple for both ActionTimer... or a contest.
