Is there perhaps a skin or some template code I could get started with?

You can use a WebParser measure to get the content of a text file same way as are you using it to get online content. The only difference is in the URL option of the parent measure: it'll be not something this like for instance URL=http://forum.rainmeter.net/feed.php, but something like URL=file://#@#SomeFile.inc. There are some limitations related to the encoding of the file.
For further help, post an example of the content of the file you'd like to parse.
